<P>PROBLEM TO BE SOLVED: To provide an illuminating device which is capable of being thinned down for use as an interior lamp of a vehicular cabin or the like. <P>SOLUTION: The illuminating device 10 includes a substrate 1, a first illumination part 2 that emits first illumination light and a second illumination part 3 that emits second illumination light over a range narrower than the first illumination part 2. The first illumination part 2 has a light guiding body 12 of sheet form along the reference plane 1a of the substrate 1 and a first light source that obtains the first illumination light by guiding light to the light guiding body 12 and propagating it in a face direction. The second illumination part 3 has second light sources 13 mounted on the reference plane 1a of the substrate 1 and optical path changing parts 14 that allow light from the second light sources 13 to be the second illumination light by directing the light in a slope direction. The optical path changing parts 14 have condensing elements 21 that narrow down an emission range of light and an optical refractive elements 22 that refract light and direct it in a slope direction. A recessed part 8d recessed to an opposite face side to the reference plane 1a is formed at the reference plane 1a of the substrate 1.
