<P>PROBLEM TO BE SOLVED: To provide a route map generation device for generating an appropriate route map on the basis of current states of tour resources. <P>SOLUTION: A tour plan creation section 11 reads tour resources basic information from a tour resources basic information DB 13 and obtains a current state of a departure/arrival station. When determining that the departure/arrival station is available, the tour plan creation section 11 reads tour resources registered at the departure/arrival station, and obtains current states of the respective tour resources on the basis of "available state conditions" listed in the tour resources basic information. When receiving sensing data meeting the "available state conditions", the tour plan creation section 11 then registers the tour resources on a list of currently-available tour resources.
