PROBLEM TO BE SOLVED: To provide a heat-insulating and fire-resistant panel that can suppress deterioration in heat-insulating properties and fire resistance even when being exposed to flame for a long period of time at the time of fire and the like.

SOLUTION: In the heat-insulating and fire-resistant panel that is formed by sandwiching a core material 3 between two metal plates 1 and 2, the two metal plates 1 and 2 and a front face and a back face of the core material 3 are bonded through adhesive agents 4 respectively. In addition, at least the adhesive agent 4 between the metal plate 1 and a front face side of the core material 3 contains a plurality of thermally-expansible particles 5 that expand by heat and form a flame-shielding layer 6.
