Disclosed are a method and a device for transmitting downlink control information. The method comprises: allocating a resource cluster to an E-PDCCH of a receiving end, and notifying the receiving end of the location information of the resource cluster, the resource cluster comprising Nc resource portions, and each resource portion being formed of NSRBP sub resource block pairs subRB pairs; according to a determined aggregation level, allocating a resource to downlink control information in the resource cluster, and transmitting the downlink control information to the receiving end on the allocated resource, the minimal unit of the allocated resource being a subRB pair; receiving end, by taking the subRB pair as a minimal unit, based on an optional aggregation level, acquiring the downlink control information within a usable resource in a blind detection manner. The present application provides a resource allocation method and a blind detection solution based on a subRB pair to support an E-PDCCH transmission solution based on a subRB pair.
