<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that reduces energy consumption compared to an image forming apparatus employing heat fixing method, and suppresses fastening or solidification of toner caused by the toner being pressed by treatment other than pressure fixing. <P>SOLUTION: An image forming apparatus includes: a toner carrier 1 that carries toner T containing a pressure phase transition resin; toner control means 4 that has a toner passage hole 41 through which the toner T that has flied from the toner carrier 1 passes, and a control electrode 42 to which a control voltage Vc that controls passage of the toner T at the toner passage hole 41 is applied; and voltage application means that applies the control voltage Vc to the control electrode 42 of the toner control means 4 such as a drive circuit 7. The toner T that has passed the toner passage hole 41 of the toner control means 4 is attached to a recording medium directly or via an intermediate transfer body 103 to form a toner image on the recording medium.
