PURPOSE: A cable transfer device for marine drilling facilities is provided to correspond to tension change of a cable according to marine environment condition in transfer work of the cable and to stably transfer the cable to a riser. CONSTITUTION: A cable transfer device for marine drilling facilities comprises a winch reel(110), a first static sieve(120), a movable sieve(130), and a second static sieve(140). The winch reel is installed in the one side of a drilling platform in order to be located around a moon pool in which a riser descends and winds a cable(C) connected with a BOP system. The first static sieve is located in the upper side of the winch reel and is connected to the cable unwound from the winch reel. The movable sieve, located in the lower part of the first static sieve, is connected with the cable passing through the first static sieve and is supported in order to be supported in air by the cable. The second static sieve is located in the upper side of the movable sieve and is connected with the cable passing through the movable sieve.
