PURPOSE: A data interpolating device and a data interpolating method are provided to improve the readability of a text by determining whether to interpolate data about a central pixel based on the similarity of a code vector and brightness uniformity between the central pixel and peripheral pixels. CONSTITUTION: A brightness extracting unit(LEB) generates p pixel data by extracting brightness element from unit image data. A frame memory(FM) includes m x n storage regions. A line memory(LM) includes m storage regions. A block moving unit(BMB) moves a first interest block in the frame memory with k storage region units and moves a second interest block in the line memory with the k storage region units. A background brightness extracting unit calculates average brightness of q brightness data in the first interest block and calculates difference between the average brightness and the q brightness data. A brightness difference coding unit(LCB) generates q coding data and a code vector. A template library(TL) stores a plurality of comparative object code vectors. A code vector comparing unit(CVCB) compares the code vector from the brightness difference coding unit with the comparative object code vectors from the template library. A data interposer(DIB) modulates the q brightness data in the interest block.
