PURPOSE: A cell selecting device according to a speed state of a terminal in a mobile communication network and a method thereof are provided to enable a terminal to select a cell according to a moving speed in a network which is composed of various cells. CONSTITUTION: A transceiver(501) receives a control signal and data from a base station. An RRC(Radio Resource Control) message generation and reading unit(511) reads cell selecting indicator information and cell list information from the received control signal. A moving state managing unit(541) manages the moving speed of a terminal. When the cell selecting indicator information is set, a cell selecting unit(531) does not select cells included in the cell list information.
