PROBLEM TO BE SOLVED: To provide a method for manufacturing a photosensitive resin letterpress printing plate, capable of preventing an imposition face from being contaminated with ink over a long period, and capable of preventing paper powder from being deposited, and a treating liquid suitable therefor. SOLUTION: This method for manufacturing the photosensitive resin letterpress printing plate includes an exposure process, a developing process and an after-treatment process, and the after-treatment process is treatment selected from the group comprising heat treatment, post-exposure treatment by an active light beam, and electron beam treatment, and for depositing a fluoro surfactant (A) onto the imposition face of the letterpress printing plate, before the after-treatment process or during the after-treatment process.
