PURPOSE: A base station output control device in a mobile communication system and a method thereof are provided to reduce workloads for an individual base station by automatically determining output in a base station. CONSTITUTION: A memory(190) stores service area margin information of a small base station; information related to a gain; and information related to the frequency loss of the small base station, a reflection loss, and a fading margin. A control unit(110) determines the output of the small base station by adding the RSSI(Received Signal Strength Indication) of a macro base station, a reception sensitivity, and a service margin. The transmission output of an RF(Radio Frequency) transmission unit(170) is controlled by the control unit. The RF transmission unit outputs an RF signal to terminals within the small base station.
