PURPOSE: A heterogeneous network based data simultaneous transmission service method and a device thereof are provided to implement effective data simultaneous transmission service by effectively controlling access to an optimal network device. CONSTITUTION: An information acquisition unit(110) acquires a network selection policy including access target network device information. The access target network device information is identified from the collected network information. A control unit(120) selects part data allocated in transmission target data according to the acquired network selecting policy. A communication unit(130) connects to a specific network device according to the access target network device information included in the network selecting policy.
