PURPOSE: A call connection method and a system based on a mobile-voice over internet protocol are provided to reduce a load by periodic register registration, and to increase the whole system performance. CONSTITUTION: A member server receives a call connection request from a first user terminal to a second user terminal(301). The member server informs the call connection request to the second user terminal(303). A call processing device receives a call attempt message from the first user terminal(305). The call processing device receives a call waiting alarm informing call reception preparation from the second user terminal(307). The call processing device delivers the call attempt message to the second user terminal(308).
