PURPOSE: A flame retardant is provided to provide excellent stability and high flame retardancy to a polyester-based petroleum product by using a non-HBCD-based compound. CONSTITUTION: A flame retardant for a polyester-based petroleum product comprises a non-HBCD-based brominated alkyl isocyanurate compound and a dispersant and additionally comprises a protective colloid agent. The flame retardant is a microparticle aqueous dispersant. The non-HBCD-based brominated alkyl isocyanurate compound comprises tris(2,3-dibromopropyl)isocyanuate. A manufacturing method of the flame retardant comprises: a step of generating a dispersion liquid by dispersing the brominated alkyl isocyanurate compound in water with a dispersant; and a step of pulverizing the dispersion liquid.
