PURPOSE: A method and an apparatus for controlling the connection of an MTC device in section other than permission/refusal time are provided to solve problems between a network provider and an MTC service user by providing a control method of network connection of MTC device during time other than the time section. CONSTITUTION: An MTC server(401) stores attach authority indication information during undefined time to HLR/HSS(403)(S410). The HLR/HSS stores the information which sets the message value in the subscriber profile of the MTC device(S415). A subscriber information is stored in MME/SGSN(405). The MME/SGSN informs the completion of storage to HLR/HSS(S425). The MTC device(406) sends network attach request message to MME/SGSN. The MME/SGSN provides attach authority indication information to the MTC device(S435).
