Provided is a splitter (1) in which a signal branching circuit (8) that blocks distributed power and passes a PLC communication signal and a power branching circuit (9) that blocks the communication signal and passes the distributed power are arranged in parallel between main line terminals (Ta1, Ta2) and branching terminals (Tb1, Tb2). In the signal branching circuit (8), in the frequency band of the communication signal, the impedance as seen from the branching terminals (Tb1, Tb2) side is matched with the characteristic impedance of a power line (4), and the impedance as seen from the main line terminals (Ta1, Ta2) side is higher than the impedance as seen from the branching terminals (Tb1, Tb2) side. In the power branching circuit (9), in the frequency band of the communication signal, the input/output impedance is set to be sufficiently higher than the impedance of the signal branching circuit (8) as seen from the main line terminals (Ta1, Ta2) side. As a result, severe decline in the strength of the communication signal at each branching point from the main line in the power line to the branch line is prevented, and it is possible to ensure robust communication.
