Disclosed in an embodiment of the present invention are a network handoff control method, communication system and related device, capable of eliminating an invalid signaling in a network and improving system transmission performance. The method of the embodiment of the present invention comprises: after a user equipment (UE) detects a home nodeB (HNB), judging whether the UE itself has ever performed a cross-public land mobile network (PLMN) handoff; if the UE has ever performed a cross-PLMN handoff and a CS domain service is still in progress, then the UE sends a measurement report to a source access network element, the closed subscriber group (CSG) member indication information in the measurement report indicates that the UE is not a member. Also provided in the embodiment of the present invention are a communication system and related device. The embodiment of the present invention can effectively eliminate the invalid signaling in the network and improve system transmission performance.
