The present invention addresses the problem of providing: a flameproofing agent for fibers, which has excellent color fastness and is capable of providing a fiber material with good flame retardancy even if only a small amount of an organic phosphorus compound is used therefor, thereby reducing pot contamination and load in waste water; a method for producing a flame-retardant fiber using the flameproofing agent; and a flame-retardant fiber which is obtained by the production method. The present invention is a flameproofing agent for fibers, which contains: a tricresyl phosphate (A) that is mainly composed of tri-p-cresyl phosphate; a surfactant; and water. The weight ratio of the tri-p-cresyl phosphate in the total tricresyl phosphate (A) is 90% by weight or more.
