Disclosed in an embodiment of the present invention are an eNB handover method, eNB, user equipment (UE) and communication system for improving UE handover success rate, the method in the embodiment of the present invention comprising: a first eNB obtains the frequency information of an available carrier of a second eNB or the frequency information of a currently used carrier of the second eNB, the frequency information of the available carrier is the frequency information of all carriers available for the second eNB; the first eNB receives an proximity instruction sent by the UE, the proximity instruction comprises at least one of a first proximity instruction, a second proximity instruction and a third proximity instruction; the first eNB sends a measurement configuration to the UE on the basis of the proximity instruction, the measurement configuration is used to instruct the UE to conduct measurement at a frequency indicated by the measurement configuration; the first eNB receives a measurement report based on the measurement configuration and fed back by the UE, the measurement report is used by the first eNB to judge whether to hand over the UE from the first eNB to the second eNB.
