PURPOSE: A charging device with a storage battery management function is provided to reduce maintenance costs by allowing charging part operations, a charging current control, and an operation status monitoring to be performed locally and remotely. CONSTITUTION: A control part(200) includes a charging part voltage monitoring part(211), a charging part output setting part(212), a storage battery cell monitoring part, and a storage battery defect determination part(230). The charging part voltage monitoring part detects the voltage of a charging part. The charging part output setting part sets up the output voltage of the charging part. The storage battery cell monitoring part detects the storage battery cell voltage during a preset unit testing time. The storage battery cell monitoring part includes a cell voltage input part and a reference voltage setting part.
