PURPOSE: A battery charging device and a method thereof are provided to determine a charging predicting time and a charging start time corresponding to a charging rate of a battery, thereby charging a battery in a light load time zone with the smallest power use. CONSTITUTION: A battery management unit(12) measures a charging rate of a battery(11) and generates charging rate information. The battery management unit generates charging completion information. A communication unit(13) transmits the charging rate information and the charging completion information to a charger(100). A power demand and supply unit(14) delivers supplied power to a charging unit(15). The charging unit charges the battery. A communication unit(110) receives the charging rate information and the charging completion information from the battery in an electric vehicle(10). A charging control unit(120) controls battery charging. A power supply unit(130) in the charger supplies the power to the electric vehicle or blocks power supply.
