PURPOSE: A hydrophilic anti-fogging film is provided to maintain hydrophilicity for long time by using a titanium dioxide photocatalyst which has a crystalline titanium dioxide core and amorphous titanium dioxide shell. CONSTITUTION: A hydrophilic anti-fogging film(100) comprises: a base film(20); and a hydrophilic coating layer(10) coated with a coating liquid on one side of the base film. The coating liquid comprises 80-95 parts by weight of a photocatalyst solution, 5-20 parts by weight of a curable binder solution, and 10-40 parts by weight of a leveling agent solution. The photocatalyst solution comprises a titanium dioxide photocatalyst, dispersant, and a dispersion medium. The photocatalyst is a crystalline titanium dioxide with an anatase or is a titanium dioxide, which has a crystalline titanium dioxide core-amorphous titanium dioxide shell structure which an amorphous titanium dioxide layer is formed on the metal-doped crystalline titanium dioxide surface.
