PROBLEM TO BE SOLVED: To enable only part of parameters to be updated when a plurality of parameters are included in a parameter set.

SOLUTION: A moving picture image decoder 1 is the one which, among parameters used in generating decoded images, decodes those which are used in common in plural decode units as a parameter set ahead of decode units used, and uses the parameters included in the decoded parameter set to generate a decoded image. The moving picture image decoder 1 comprises: a PS information decoding unit 14 which acquires parameter update information indicating an update method for at least part of the parameters included in the parameter set ahead of decode units to be decoded using updated parameters, and updates the parameters according to the acquired parameter update information; a TT information decoding unit 12 which, after the PS information decoding unit 14 has acquired and updated the parameter update information, generates a decoded image using the updated parameters; an inverse quantization and inverse conversion unit 13; and a predicted image generation unit 15.
