<P>PROBLEM TO BE SOLVED: To provide a heat transfer tube cleaning device and a waste heat recovery heat exchanger in a warm wastewater heat recovery system, perfectly performing a cleaning operation of a heat transfer tube without interrupting waste heat recovery and improving energy-saving efficiency with a more simple system and structure. <P>SOLUTION: In this cleaning device for the heat transfer tube of the waste heat recovery heat exchanger for recovering waste heat of warm wastewater, a cleaning plate having a heat transfer tube insertion through-hole, through which the heat transfer tube penetrates, is held between a pair of plates.
