A wireless communication device operates as a base station in a wireless communication environment in which cells of different sizes are hierarchized, and suitably suppresses inter-cell interference at the time of downlink to a terminal in a range expansion area. The portion where a macro eNodeB and a pico eNodeB use a PDCCH is split by search spaces, circumventing complete loss of information in the PDCCH due to interference. Since user equipment is able to secure a control signal for the PDSCH portion, the signal of the PDSCH can be output from the eNodeB, thus enhancing throughput.
