[Problem] To increase opportunities to use a secondary communication service and to use limited resources more efficiently in situations in which multi-SIM (Subscriber Identity Module) terminals are used. [Solution] Provided is a communication control device which is equipped with a power control unit for controlling the transmission power of a secondary communication service provided at least in the vicinity of an area where a first primary communication service is provided. The power control unit, for a terminal device which uses a communication service by using any SIM information that can be switched between a plurality of SIM information, increases the transmission power of the secondary communication service when a switch is carried out from SIM information corresponding to the first primary communication service to SIM information corresponding to the second primary communication service.
