PROBLEM TO BE SOLVED: To provide a base station, terminals, a communication system, and a communication method so that the base station 101 can efficiently give notice of control information to the terminals 102 in the communication system in which the base station 101 and the terminals 102 intercommunicate.

SOLUTION: A base station 101 sets transmission power control information on various uplink signals in association with a first sub-frame subset as first transmission power control information. For resetting wireless resource control information for a part of terminals, the base station 101 sets the transmission power control information on the various uplink signals in association with a second sub-frame subset as second transmission power control information.
