PROBLEM TO BE SOLVED: To transmit safety confirmation information to a terminal on the call termination side by normal call operation, when large-scale disaster or sudden unanticipated communication demand occurs.

SOLUTION: When detecting a predetermined storage condition represented by occurrence of large-scale disaster and others, a communication service control system for providing a plurality of terminals 60b-1 and 60b-4 with communication service executes: a thinning-out step of transferring call start requests from the first terminal 60b-1 to the second terminal 60b-4 after thinning out them; a storage step of storing call origination information relating to a call start request that has not been transferred in the thinning-out step, in a call origination history database; and a call origination history transmission step of transmitting call origination history information that is call origination information relating to the second terminal 60b-4 stored in the call origination history database, to the second terminal 60b-4.
