A base station includes: a system information creating unit for creating first system information, which regulates communication, and second system information, which does not regulate communication; a timing determining unit which classifies a user device into one of a plurality of groups according to the timing at which the user device in a standby state is activated in each discontinuous reception period, and determines a notification timing for a paging signal for each group; and a transmission unit which transmits the first system information after transmitting paging signals to user devices belonging to any of the groups, switches the transmission of the first and second system information so that the ratio of the number of times the first system information is transmitted to the number of times the second system information is transmitted corresponds to a regulated ratio, and transmits the second system information after transmitting paging signals to user devices belonging to any of the groups.
