PURPOSE: A membrane-electrode for electrolyzing tap water is provided to efficiently produce hypochlorous acid by coating a cation exchange membrane layer to an electrode applied to a cathode. CONSTITUTION: A membrane-electrode for electrolyzing tap water is coated with a cation exchange membrane layer on an electrode applied to a cathode(103). The cation exchange membrane layer has a sulfone group(-SO_3H) on a polymer of a hydrocarbon group material or a fluorocarbon material. The thickness of the cation exchange membrane layer is 1-900 micrometers. The porosity of the cation exchange membrane layer is 10-90%.
