PURPOSE: A manhole cover apparatus and a manhole restoring system using the same are provided to quickly and safely cover a removed paved surface, thereby preventing traffic jams, and life and car accidents due to construction, and compose a comfortable construction environment by restraining the generation of fugitive dust. CONSTITUTION: A manhole cover apparatus includes a manhole access hole cover apparatus, and a slab cover apparatus(200). The manhole access hole cover apparatus is larger than a manhole access hole, and is equipped with a separation preventing protrusion in contact with the inner wall of the manhole access hole and a rubber pad. The separation preventing protrusion prevents the manhole access hole cover apparatus from being separated from the manhole access hole. The rubber pad prevent shock and vibration between the manhole access hole cover apparatus and a slab(20). The slab cover apparatus is selectively formed into a hole slab panel(220) or a groove slab panel according to the shapes of the manhole access hole cover apparatus.
