PURPOSE: A flow distribution tank based on a first rainwater concentration and a retention and consecutive processing complex system thereof are provided to reduce the flow load of a system by classifying and treating inflowing water by a concentration and to consecutively treat and discharge the inflowing water with a low or a middle concentration. CONSTITUTION: A flow distribution tank(100) based on a first rainwater concentration includes a main body(110), a guide wall(120), an inlet(150), a low concentration water outlet(160), and a high concentration water outlet(170). The main body has a space inside. The guide wall is formed with an inflow passage(130) on one side of the inside of the main body partitioned off, and a discharge passage(140) the other side of the inside of the main body, and provided with a connection passage(121) to be connected between the end o f the inflow passage and the entry of the discharge passage. The inlet is formed for the inflow to flow in the entry of the inflow passage. The low concentration water outlet is formed with the capability of opening and closing on the end part of the inflow passage. The high concentration water outlet is formed with the capability of opening and closing on the end part of the outflow passage.
