PROBLEM TO BE SOLVED: To provide a light-emitting device that can secure uniformity of light on a light-emitting surface, and a lighting device having the light-emitting device.

SOLUTION: The light-emitting device includes a board 21 formed by combining a plurality of unit boards 21a having the same shape, and light-emitting elements 22 having a plurality of light-emitting colors mounted by being alternately lined up in a constant order and at even spacings on an approximate circumference centering on an approximate center of the board 21. The same number of light-emitting elements 22 per one color among the plurality of light-emitting colors are mounted on each unit board 21a, and the neighboring light-emitting elements 22 on the neighboring unit boards 21a wherein a joined face of the neighboring unit boards 21a is set up to be a border are arranged to alternately the light-emitting elements 22 having different light-emitting colors. A separated distance between these mutual light-emitting elements 22 is equivalent to the separated distance between the neighboring light-emitting elements 22 on the unit board 21a.
