<P>PROBLEM TO BE SOLVED: To provide a developing device in which respective functions of collection of developer from a developer carrier and supply of developer to the developer carrier are highly separated and in which developer is discharged while the developer is circularly conveyed, and an image forming apparatus, such as a copy machine, a printer, and a facsimile machine, provided with the developing device. <P>SOLUTION: A developing device includes a developer carrier 41 that moves in a direction opposite to a moving direction of an image carrier 1 in a developing part 42 and performs development of the image carrier 1. Developer agitation conveyance members 43, 44, 45 for agitating two-component developer while circularly conveying the developer have: a member 43 for collecting the two-component developer having passed through the developing part 42 from the developer carrier 41 to convey the developer in a first direction; and members 44, 45 for supplying the two-component developer collected by the member 43 from the developer carrier 41 to the developer carrier 41 while conveying the developer in a second direction different from the first direction.
