This plasma display panel (1) is provided with: a front surface plate (2), and a back surface plate (10) disposed facing the front surface plate (2). A discharge space (16) is provided between the front surface plate (2) and the back surface plate (10). The front surface plate (2) has a dielectric layer (8) and a protective layer (9) covering the dielectric layer (8). The protective layer (9) contains at least a first metal oxide and a second metal oxide. The first metal oxide is magnesium oxide. The second metal oxide is one selected from the group that is calcium oxide, strontium oxide, and barium oxide. The protective layer (9) further contains aluminum. The concentration of the second metal oxide at the surface on the discharge space side of the protective layer (9) is higher than the concentration of the second metal oxide within the protective layer.
