<P>PROBLEM TO BE SOLVED: To provide a foundation packing and a heat insulation structure which can increase heat insulation performance. <P>SOLUTION: In order to achieve the above-mentioned purpose, a foundation packing of this invention is provided with the following composition. Namely, the foundation packing of this invention is the foundation packing interposed between the top face of a continuous footing and a bed arranged thereon. The foundation packing of this invention comprises a long foundation packing body 41 and a heat insulation material 90.
