<P>PROBLEM TO BE SOLVED: To provide a cleaning sheet and a cleaning implement that can fully wipe off dust and dirt while suppressing a problem of dust passing through or a problem of quality deterioration due to dust-passhing-refuses. <P>SOLUTION: The cleaning sheet 1 comprises a sheet structure 21 comprising a cleaning part 7. The sheet structure 21 includes a sheet material 2 for which a notch group 25 comprising a number of notches 24 in a prescribed pattern is prepared in a sheet base material 23 and for which a plurality of slit holes 3 are formed that is made by expanding the plurality of notches 24 comprising at least a part of the notch group 25 by stretching the sheet base material 23 in the crossing direction relative to the thickness direction of the sheet base material 23. Also, the cleaning sheet 1 is characterized in that at least a part of the slit holes 3 in the sheet material 2 is situated in the cleaning part 7.
