The present invention provides a control channel transmission method, base station, terminal and system. The control channel transmission method comprises: interleaving, by using a single interleaver, data streams transmitted in each control channel; and transmitting, through the control channels, the data streams processed by the interleaver. In the present invention, the data streams transmitted in the control channels are interleaved by using a single interleaver, which avoids the problem of blur detection of the data streams transmitted in the control channels in the prior art.
