<P>PROBLEM TO BE SOLVED: To heat up a power storage device appropriately during external charging while minimizing cost increase, in an externally chargeable vehicle. <P>SOLUTION: The charger 200 for charging a power storage device 110 mounted on a vehicle 100 by using the power from an external power supply 500 comprises: a DC/DC converter 220; and a control unit 250. When the temperature of the power storage device 110 is low, the control unit 250 generates a current reference for superimposing the AC current waveform on the DC output current from the charger 200, and drives the switching elements Q1-Q4 in an inverter 221 included in the DC/DC converter 220 based on the current reference.
