<P>PROBLEM TO BE SOLVED: To suppress developer leakage by easy mounting work while preventing a seal member between the lower side of a developing roller and an enclosure from coming off the enclosure. <P>SOLUTION: A developing device (developing cartridge 28) includes an enclosure 50 having an opening formed thereon, a developing roller 31 rotatably provided in the enclosure 50 so as to face the opening, and a seal member (lower roll 63) including a film member 63B and an elastic member (base material 63A). In the enclosure 50, a control wall 57A is provided which is disposed downstream of the seal member in a rotation direction of the developing roller 31 to control the movement of the seal member in the rotation direction of the developing roller 31.
