<P>PROBLEM TO BE SOLVED: To provide an undersea obstacle: solving a problem wherein the well-known sea mine as an undersea obstacle is difficult to be urgently handled; and having a low possibility that it is removed or neutralized by a military robot or the like. <P>SOLUTION: In this method for deploying the undersea obstacle, when the undersea obstacles B are deployed with respect to target ships TS advancing in a coastal sea area S, raw material shells 1 formed by filling water absorptive polymer into an openable pack are used, a plurality of raw material shells 1 are scattered in a target area TA, the pack as the raw material shell 1 is opened to release the water absorptive polymer into the sea, and the undersea obstacles B are formed of an aggregate of polymer expanded by water absorption reaction.
