<P>PROBLEM TO BE SOLVED: To provide a traffic light increase/decrease detection system capable of accurately detecting new installation and removal of a traffic light, a traffic light increase/decrease detection device, a traffic light increase/decrease detection method, and a computer program. <P>SOLUTION: When a vehicle 3 stops for a time equal to or longer than a predetermined time period, detection of a stop line formed on a road along which the vehicle 3 travels is carried out until the vehicle 3 has traveled a prescribed distance after starting of travel, and the vehicle condition when the vehicle stopped and information relating to the detection result of the stop line are transmitted as probe information respectively to a probe center 4.
