<P>PROBLEM TO BE SOLVED: To provide a network reconnection system which, when a UE moves to a different area in a usually connected network, can reconnect a bearer so that an S-GW and a P-GW in the current area will be selected, without leaving an S-GW and a P-GW in the different area selected. <P>SOLUTION: A trigger detection unit 22 detects that origination processing has been executed in a usually connected bearer, or that the destination of connection for an S-GW has been altered, as a trigger for reconnecting a usually connected bearer. A reconnection timing determination unit 23 determines reconnection timing for the usually connected bearer on the basis of a trigger detected by the trigger detection unit 22.
