<P>PROBLEM TO BE SOLVED: To shorten vehicle occupancy time by a user to a required minimum. <P>SOLUTION: An information control device 100 is used for a vehicle-lending system for lending a vehicle. The information control device 100 can be realized with, for example, a navigation device and a management server. The information control device 100 sets information on a destination such as a facility on the basis of input from the user. The information control device 100 retrieves a route to a vehicle base where the vehicle is lent or returned located near the destination indicated by the set information on the destination.
