<P>PROBLEM TO BE SOLVED: To immediately detect an abnormality of a terminal. <P>SOLUTION: According to one embodiment, a battery cell monitoring circuit performs cell balance of a battery cell and abnormality detection of a terminal. One end of a first switch is connected to a first cell balance terminal and the other end of the first switch is connected to a second cell balance terminal, and the first switch is turned on/off by a first control signal to perform the cell balance. A current source and a second switch are arranged in parallel with the first switch, and cascaded between the one end and the other end of the first switch. The current source supplies current. The second switch is turned on/off by a second control signal. In a first detection part, voltage of a first cell voltage measurement terminal and voltage of the first cell balance terminal are input to detect open of the terminals.
