PROBLEM TO BE SOLVED: To provide a moving object determination information generation device capable of generating moving object determination information without human assistance, a moving object determination information generation system, a computer program and a moving object determination information generation method.

SOLUTION: A vehicle detection part 102 detects a moving object area being a pixel area showing a moving object. A vehicle tracking part 103 tracks the moving object area detected by the vehicle detection part 102 as a tracking area on a picked-up image at a subsequent imaging point of time. A data collection part 106 generates moving object determination information that distinguishes whether the detected moving object area or the tracked tracking area shows the moving object or a nonmoving object on the basis of a detection result by the vehicle detection part 102 and a tracking result by the vehicle tracking part 103.
