<P>PROBLEM TO BE SOLVED: To provide a cutting condition setting device 92 capable of creating an accurate chatter-vibration-stability limit diagram in a short time, even if a change in a construction material of a workpiece W and progress of wear of a tool 5 are caused, and setting a cutting condition of high cutting efficiency by using the chatter-vibration-stability limit diagram. <P>SOLUTION: A standard specific cutting force K<SB POS="POST">fa0</SB>and a standard chatter-vibration-stability limit diagram when cutting a standard workpiece W<SB POS="POST">0</SB>by a prescribed tool 5a, are recorded in a data recording section 922 of an NC device 9, and a wear state of the prescribed tool 5a is recorded in the data recording section 922 as a cumulative tool wear rate η<SB POS="POST">a0</SB>. By using a specific cutting force K<SB POS="POST">fab</SB>, the standard specific cutting force K<SB POS="POST">fa0</SB>and the cumulative tool wear rate η<SB POS="POST">a0</SB>, in actual cutting, ρ=K<SB POS="POST">fab</SB>/(η<SB POS="POST">a0</SB>×K<SB POS="POST">fa0</SB>) is arithmetically operated and created through subsequently dividing the critical cut depth L<SB POS="POST">k</SB>of the standard chatter-vibration-stability limit diagram by ρ.
