MOVING IMAGE ENCODING DEVICE AND MOVING IMAGE ENCODING METHOD

PROBLEM TO BE SOLVED: To provide a moving image encoding device capable of accurately calculating a motion vector of a color difference component on the basis of motion vector luminance components in inter-image prediction encoding operation to encode a piece of field as a piece of picture using a moving image of an interlace format as an input.

SOLUTION: A moving image encoding device 100 includes a color-difference sample position information generation section 108 that generates a piece of color-difference sample position information representing a positional relationship between a sample position of a color difference component of a picture to be coded and a sample position of a luminance component and describes the same in a code string. To calculate a motion vector of a color difference component from a motion vector of the luminance component in inter-image prediction encoding, a correction is made on the basis of the color-difference sample position information to calculate a correct motion vector.
