<P>PROBLEM TO BE SOLVED: To provide a rubber composition for tire insulations for improving rolling resistance characteristics and durability, and a tire using the rubber composition. <P>SOLUTION: The rubber composition includes: (A) 100 pts.mass of a rubber component containing (a1) 30-85 mass% of a natural rubber and/or an isoprene rubber, (a2) 0-70 mass% of at least one styrene-butadiene rubber selected from the group consisting of emulsion polymerized styrene-butadiene rubbers, solution polymerized styrene-butadiene rubbers and modified styrene-butadiene rubbers, and (a3) 0-60 mass% of a butadiene rubber; (B) 0.2-4 pts.mass of an alkyl phenol-sulfur chloride condensate; and (C) 20-59 pts.mass of carbon black having a BET specific surface area of 25-50 m<SP POS="POST">2</SP>/g.
