<P>PROBLEM TO BE SOLVED: To provide a map difference data creation device capable of controlling the traffic transmitted to a vehicle and creating map difference data ensuring a road network. <P>SOLUTION: When a map change requiring addition of roads "e" and "f" on a first version of a map data occurs, a map difference data delivery device reflects the addition of the roads "e" and "f" to the first version of the map data to create a second version of the map data. After that, when a map change requiring addition of a road "g"-"i" on the second version of the map data occurs, the map difference data delivery device reflects the addition to the second version of the map data to create a third version of the map data. The map difference data delivery device determines whether any dependent relationship is found between the addition of the roads "g"-"i" and the addition of the roads "e" and "f".
