<P>PROBLEM TO BE SOLVED: To realize IP conversion of high image quality with low delay. <P>SOLUTION: Interpolation processing is carried out on image data of a current field using the image data of the current field and image data preceding by one field to obtain image data in a progressive system with no delay. For example, a pixel and a coefficient for interpolating an image of the current field are determined while motion-adaptive interpolation based on a motion detection result and motion-compensated interpolation based on a motion vector detection result are adaptively switched.
